In accordance with a Rosstandart decree from 3 November 2017, in order to improve the efficiency of standardization work at national, intergovernmental and international levels, a Technical Committee for Standardization was set up, called 'Ethyl Alcohol, Alcoholic Beverages and Alcohol-containing products'. The current Technical Committee for Standardization changed its name from the Technical Committee for Standardization: 'Alcoholic, Fermented and Distilled Products'.
The technical committee takes the form of a cooperative of interested representatives from the Executive authorities, scientific organisations (including those acting in the field of standardization), manufacturers, responsible parties and public associations of consumers to carry out work on national, intergovernmental and international standardization in the field of production of ethyl alcohol, alcoholic beverages and alcohol-containing products.
The committee's main task is the development of national standardization in the field of technical regulation for the production of ethyl alcohol, alcoholic beverages and alcohol-containing products. In particular, the committee's activities include the development of new federal standards, participating in the establishment of a standardized framework of technical regulations and scientific and technical maintenance of current and recently approved national standards in the specified field of production.
The new technical committee, unlike its predecessor, will have three subcommittees: PK 1 'Ethyl alcohol and alcohol-containing non-food products'; PK 2 'Alcoholic Beverages'; PK 3 'Organic Acids, Yeast, Supplementary Feeds and Nutritional Supplements and Enzyme products'. Moreover, in accordance with the decree, the list of subjects of standardization assigned to the committee in accordance with the Russian Classification of Products by Economic Activities (OKPD2) is extremely well detailed. This is the first time that non-food products have been included in the list ('liquid fuel', 'biofuel', 'ethyl alcohol and other denatured alcohols of any concentration' and others).
The technical committee is formed of representatives from the Executive authorities, scientific organisations, manufacturers, public associations and trade associations. Chief Scientific Officer at the Russian Scientific Research Institute of Food Biotechnology - a subsidiary of the Institute of Nutrition, Lubov Vyacheslavovna Rimareva - a researcher at the Russian Academy of Sciences with a PhD in technical sciences - was appointed as the technical committee's chairperson.
